What age is the right age to teach children how to read and write?

I think it could be at level 1 because children already have the basic information to read and write such as the vowels how they look and pronounce and they already learn how to write them so i think it can be right to teach children at level 1 also they already grow up to understand a different meanings and finally learn how to read and write.
